IHT 2.0 Contract – Performance Improvement & Execution Support Services

The IHT 2.0 contract enables Performance Institute (PI) to support enterprise transformation initiatives through structured performance management, operational improvement, and capability development services. Through this engagement, PI provides practical tools, training, and implementation support designed to strengthen governance, improve execution, and deliver measurable organizational results
1) Engagement Summary
Under IHT 2.0, PI serves as a subcontractor to Blue Water Thinking supporting the customer’s transformation priorities through structured performance improvement, capability building, and execution support. The team delivers repeatable, stakeholder-aligned processes that strengthen governance, improve operational outcomes, and enable measurable performance gains across targeted portfolios and initiatives.
2) PI Scope of Work (as Subcontractor)
PI’s workstream responsibilities include, as assigned under the IHT 2.0 task order(s):
Program Performance & Execution Support

Establish and maintain performance management routines (e.g., dashboards, metric definitions, cadence, and governance artifacts).
- Support PMO operations including planning, risk/issue management, action tracking, and progress reporting.
- Develop implementation roadmaps and operating rhythms to translate strategy into execution.
Training, Facilitation, and Capability Development

Deliver instructor-led and/or blended learning sessions aligned to customer needs (e.g., performance-based management, budgeting alignment, enterprise risk, and related competency areas).
- Facilitate leadership workshops, stakeholder sessions, and cross-functional working groups to accelerate adoption and alignment.
- Create reusable toolkits, playbooks, templates, and job aids to institutionalize practices.
Process Improvement & Operating Model Support

Conduct current-state assessments and define future-state processes.
- Design and support rollout of standardized workflows, governance structures, and decision rights.
- Recommend practical controls and continuous improvement mechanisms.
Change Enablement

Support communication and adoption planning to drive sustained behavior change.
- Provide stakeholder engagement support, meeting design, and facilitation for change milestones.
3) Deliverables Produced
Deliverables are provided to the customer through the prime (and in accordance with the prime/subcontract terms), typically including:

Program governance documents (charters, RACI, cadence plans)
- Performance measurement frameworks (KPI definitions, reporting packs, dashboards)
- Implementation plans (roadmaps, milestone schedules, action registers)
- Training materials (slide decks, instructor guides, participant workbooks)
- Workshop outputs (readouts, decisions, next steps, action plans)
- Standard operating procedures and toolkits (templates, checklists, playbooks)

PI coordinates work products through the prime’s PMO and designated leads, supports integrated planning, and ensures deliverables are consistent with the overarching IHT 2.0 program strategy, quality standards, and timelines.
