Pam Coleman served as a member of New Mexico Governor Michelle Lujan Grisham’s cabinet as the Director of the State Personnel Office from Jan. 2019 – Jan 2021. In addition, she also served as the Chair of the NM Statewide Complete Count Commission for the 2020 Census. Pam was a member of the DHS Agency Review Team on the Biden/Harris Transition. She was Special Assistant to President Obama and the first Leadership Development Team Lead in the White House Presidential Personnel Office (PPO). Pam also served as the Energy & Environment Team Lead in PPO, as White House Liaison at the Department of Homeland Security, and as a Director on the Outreach and Recruitment Team within PPO. Pam served in leadership positions for Organizing for America New Mexico for President Obama’s re-election campaign, has been an Executive Coach and management consultant working with leaders and staff at all levels of organizations in the academic, not-for-profit, and private sectors, and vice president of an apple pie company where she helped the founder turn around a company on the verge of bankruptcy, become a nationally-placed brand, and sell to a publicly-held company. Pam started her career as a lawyer in New York City after earning her B.A. at New York University and her J.D. cum laude from New York Law School.
Marianne Roth is the first Chief Risk Officer for the Consumer Financial Protection Bureau (CFPB) and manages its Enterprise Risk Management (ERM) program. In 2020, Marianne was named “Leader of the Year” by the Association for Federal Enterprise Risk Management (AFERM). In 2019, she received the Theodore Roosevelt Leadership in Government Award in the “Visionary” category for her work in implementing ERM at CFPB. Prior to CFPB, Marianne served as the Branch Manager for ERM at the Transportation Security Administration (TSA). She oversaw all ERM activities at TSA and led the agency’s efforts to significantly mature its ERM program. Marianne was the Director of the DHS Efficiency Review in the Office of the Secretary, Department of Homeland Security. She has worked for various consulting firms including BearingPoint and Booz Allen Hamilton where she led many complex process improvement engagements for diverse Federal clients.
Brittany Carter is an enthusiast for creating customer centric and equitable experiences for the residents of King County. She manages Customer Experience out of the Office of Performance, Strategy, and Budget where she is responsible for the scaling and deployment of customer experience metrics and service design, centered on creating a more customer-focused culture in county government. During her time with King County she has published a CX Measurement Guidebook, implemented a standard framework for measurement insights, and is currently participating in the design of a new King County Customer Service Center. Brittany values the voice of the residents of King County and is unwavering on the need for designing equitable and innovative services that focus on the customer.
Dr. Potter has over 20 years of professional experience in all phases of Federal Financial Management, 15 years of experience teaching at the doctoral, graduate, and undergraduate level in the traditional and online learning environment. She currently serves as a Professor of Practice at National Defense University’s (NDU) College of Information and Cyberspace (CIC). In this capacity, she teaches courses pertaining to Federal Financial Management, Organizational Dynamics and Culture, and Leadership. Prior to joining NDU, she served as the Headquarters, U.S. Marine Corps Risk Management Section Head within the Risk and Compliance Branch and Fiscal Division of the Program and Resources Department, Pentagon, DC. In this capacity, she developed the Audit Remediation process currently in place and was responsible for ensuring the remediation of all financial statement and IT audit findings issued by an Independent Public Accounting (IPA) firm.
Dr. Potter holds a Ph.D. degree in Organization and Management with a specialization in Leadership from Capella University; a Master of Business Administration from Webster University, Master of Science in Health Services Administration from Central Michigan University, and a Master of Science in Government Information Leadership from National Defense University; a Graduate Certificate in Teaching and Training Online from Capella University, and Graduate Certificates in CFO Leadership and Data Strategy and Analytics from National Defense University; and a Bachelor of Science degree in Mathematics from Bennett College. Additionally, she has earned professional certifications as a Certified Defense Financial Manager with Acquisition Specialty (CDFM-A), Department of Defense Level III Financial Manager (DFMCP3), Certified Internal Controls Auditor (CICA), Certified Business Manager (CBM), and Certified Lean Six Sigma Green Belt.
Dr. Keith A. Clinkscale is a recognized Lean Six Sigma Black Belt & Operational Excellence Executive known for establishing best-in-class strategic performance management programs. Keith Clinkscale demonstrates a combination of broad industry experiences, performance management acumen and a history of results-oriented management consulting to drive significant improvement and cost savings. As a seasoned Industry Executive and Management Consultant, Keith built a reputation of excellence in all areas of operations.
His skillset includes over 30 years of Executive Coaching, Training and Content Design, Process Improvement, Benchmarking, Total Quality Management, Balanced Scorecards, Business Process Re-engineering, Strategic Planning, and High Performance Teams. Keith started as a young engineer in Boston, eventually joined PRTM Consulting (now PWC) and later PA Consulting. Keith's experience and sensitivity to customer concerns has always enabled him to provide a high level of service, whether in industry or as a consultant.
Keith has a B.S. in Electrical Engineering from Boston University and a PH.D in Strategic Leadership from Concordia College & University. He is now the Director of Strategic Planning and Performance Management for Palm Beach County and supervises all activities related to the long-term strategic plan of Palm Beach County as well as the strategic planning of over 30 county departments. Keith is responsible for assisting the Board of County Commissioners (BCC), Executive Team, Department Directors, and staff with the development of long-term goals, objectives, strategies, and actions. Keith is the creator of the award-winning Strategic Cross Department Teams at Palm Beach County. Keith is a Life Member of Kappa Alpha Psi, Fraternity Inc. and is a founder of the National Society of Black Engineers (NSBE) Professionals and was the very first Member of the Year and Chapter of the Year for the Professionals extension of infamous student-lead organization.

Shelley Rappaport, a PI Fellow, brings over 25 years of experience as a trusted advisor to public and private sector organizations in organizational improvement, planning and measuring outcomes, and coaching for change. She began her career focused on projects to create a healthier natural environment such as developing, implementing, and evaluating programs to improve air quality, land contamination, sustainability, and hazard mitigation. Ten years into her career, Shelley began enhancing the health of organizations in the homeland security, law enforcement, and emergency management sectors. She concentrated on transformational improvement strategies, employee experience, and telling a story through programmatic and organizational performance.
At PI, Shelley has provided consulting support to the Centers for Medicare and Medicaid and HHS Office of Inspector General to implement enterprise performance management efforts. She also led training on program evaluation, logic models, performance management, and strategic planning. Shelley collaborated with her PI colleagues to design a performance measure maturity assessment framework to help organizations understand where to invest resources in improvement.
Today, Shelley works with federal and state clients focused on securing the homeland and protecting and revitalizing communities. Her work includes engaging diverse stakeholders to collect data to inform strategy development for future planning and revitalization efforts in rural communities. Shelley also leads initiatives to improve grant effectiveness through logic modeling, performance measurement, and evaluation. As she designs and implements improvement initiatives, Shelley focuses on upskilling and encouraging commitment to achieving organizational goals at all levels of an organization.
In addition to client support, Shelley creates initiatives aimed at workforce performance and development of managers within organizations. Shelley holds a master’s degree from the University of Virginia and Bachelor of Science from the University of Michigan. She is certified in Strategy and Performance Management and holds certifications ranging from a Six Sigma Green Belt to a Functional Medicine Certified Health Coach. Shelley is a Senior Director at Partner Forces, LLC, a woman-owned management consulting firm that helps government and commercial clients manage risk, enhance security, and strengthen mission impact.
